The Qualifications Working Party is focusing on the mobility of engineers in the Internal Market, whilst ensuring an adequate (and comparable) level of qualifications and competences.
Within the general context of the liberalisation of cross-border services, Directive 2005/36 aims at making the recognition of professional qualifications easier. FEANI, the European Federation of National Engineering Associations, developed a project proposal for a ‘European Engineer Professional Card’ in the framework of the call for tender ‘European Year of Workers’ Mobility 2006’. FEANI is examining the compatibility of its proposal with the existing "Europass" tools for the transparency of diplomas, certificates and competences.
The initiative was presented for consultation to various stakeholders, including EFCA.
The FEANI proposal (mid 2008) to embark on a pilot project to test the ‘ENGCARD’ in 8 EU member states was not accepted by the EC.
Consequently, the EFCA Task Force discontinued its work.
